Gazing upon the plight of sentient beings, the Bodhisattva Avalokiteshvara vowed to rescue them even from the depths of the hells, but as fast as he could deliver them from sorrow, others took their place. As his compassion epanded in response to the growing multitudes engulfed in confusion and pain, eleven more heads arose from his body, topped by the head of the Buddha Amitabha.
From his shoulders sprang a thousand arms, each bearing an eye, so that no form of suffering would go unseen. From this, the Bodhisattva is known as the All-Seeing Lord, the embodiment of the power of enlightened compassion.
